Engineer who retired in the early 70's after 40 years on the job.
He wrote in his memoirs, "I was driving north on US-101 on the Waldo Grade
in Marin County when I was struck by the sight of the tunnel which appeared
like a rainbow except for the lack of color. Why not make it a rainbow?...I
was so certain that the bureaucrats at Sacramento would find 1000 reasons
why I couldn't paint the rainbows that I never made any effort to get their
approval." He wrote, "The exhibit was installed and caused some gawking
by passing motorists but no jams, congestion or accidents although the
Highway Patrol was upset about it."
Mr. Hart passed away in 1994. His rainbows will hopefully live on forever.
